Wed 12 Aug 7-9pm: Nigel Rd, Sternhall Lane, Heaton Rd junctions exhibition

MESSAGE FROM BELLENDEN RESIDENTS' GROUP

Dear local residents
The Council are planning changes to the junctions where Nigel Road, Heaton Road and Sternhall Lane meet Rye Lane and Peckham Rye.
This is a complicated and dangerous stretch of road, and the Council's aim is to make it safer. But it is a complicated set of junctions and not easy to get an ideal solution. So your input will be very valuable.

There will be an exhibition on the proposals
next Wednesday 12 August 2009
at 218 Rye Lane, London, SE15 4NL
7.00pm - 9.00pm.

This is in the empty shop (previously the betting shop) between Nigel Road and Sternhall Lane. This is right in the middle of the stretch of Rye Lane where all these junctions are.

If you use these junctions at all, do try to get to the exhibition to see the plans and talk to Council officers about them. It is the best way to understand what is proposed. Please pass this information on to your neighbours as well.

NOTICE FROM SOUTHWARK COUNCIL

Information on Highways Capital Allocation Scheme for Community Councils

Background
This is a proposed scheme for improvement works for highways and lighting. Each Community Council has been allocated £100,000 for resurfacing (this would pay for about 100 linear meters of road and paving) and £75,000 for lighting.

£100,000 for highway resurfacing:
The Highways capital is solely for the resurfacing of footway and carriageways for Southwark roads including dropped kerbs/mobility access works such as tactile paving. No traffic management or transport aspects will be considered i.e. no crossings, one ways, CPZ, 20mph Zones, cycle lanes, traffic calming measures and so forth. In addition for the spend to be capital it must be of a minimum of £2,500. Therefore if patching is required it would need to be of the whole or a major part
of the road.

£75,000 for street lighting:
The upgrade or replacement of lighting has conditions attached. Firstly, the lighting must be functional and not decorative and in line with the Council's standard specification and in keeping with the surroundings. Secondly, single lights can not be replaced, added or removed; a location must be chosen where all of the lights on that street need to be replaced.

We would like to hear from you which highways and areas of street lighting you think should be improved. Please note the closing date for submitting suggestions is Friday 21st August.
We will carry out a feasibility study on the suggestions we receive to determine their suitability. This information will be provided to a future Community Council where decisions will be made about allocating the available funds.

traffic problems in your neighbourhood?

If so, and you are in the Nunhead & Peckham Rye Community Council area, you should try to come to the next meeting and encourage your neighbours to come as well.

The Council will explain their latest ideas for tackling local traffic issues. They will be asking at the meeting if there are any other local areas that have problems and what the priorities should be for any of these. This is your chance to make sure your local traffic or pedestrian issues are put on the list for attention.

We are told that this topic is on the agenda for all current Community Council meetings. improvements at junctions Rye Lane, Peckham Rye, Nigel Rd, Heaton Rd, Sternhall Lane

Do you ever walk, cycle, use the buses, ride a motor bike, or drive a car through any part of the junctions at the south end of Rye Lane?
If you do, you might be interested to come and see proposals for improving the whole layout. This is an unsafe set of junctions and a great opportunity for users of them to contribute to the design before the formal consultation. See below the Council details of meeting and walkabout next Wednesday 27 May.

Southwark Council has joined together funding from recent development contributions with Transport for London's LIP, cycling and road safety budgets to drive forward a large scheme for this important location. Under discussion will be:
•proposed new facilities for pedestrians and cyclists;
•proposed new trees and landscaping;
•proposed changes to traffic operation at the junction of Rye Lane and Sternhall Road; and,
•the proposed redevelopment of the public space outside the Nags Head Pub.

During the workshop you'll be given the opportunity to collaborate with Southwark's engineers and designers, and to help make sure the proposals make the most of this great opportunity to improve the area. The event will start at the above venue, where we can take a look at current plans of the proposals, and then move on to a 'walkabout', where we can discuss the challenges and opportunities of the scheme on site.

The study is part of the borough's objective to reduce the number of personal injury accidents, particularly for vulnerable road users such as pedestrians and cyclists.
Peckham Rye, Nigel Road junction and Sternhall Lane junction have a number of recorded serious and fatal accidents, well above average. These sites have accordingly been prioritised by the borough in a funding bid to Transport for London's Road Safety Department. This financial year up to April 2009, we are investigating what measures may be feasible to take forward to implementation to reduce the number of accidents and improve road safety.
In order to achieve a decent first year rate of return (cost of the scheme versus the proposed accident savings), measures can only be introduced at the Nigel Road junction, the adjacent arms of Peckham Rye and Sternhall Lane junction (and not the wider area).
There will not be enough money next year to treat all the locations at once. It is anticipated that the measures will be introduced in stages when funding becomes available. The Nigel Road junction and both arms of Peckham Rye will be consulted upon first, with measures for Sternhall Lane junction consulted upon and implemented as part of future bid received from TfL. However, the report will look at all sites to achieve a holistic solution to improve road safety. The report will focus on the number of accidents, as well as severity, indicating any accident trends that need to be addressed and shortcomings in highway infrastructure. The report will list / recommend a number of highway and engineering improvements to address the current accident problems.
When we have agreed the measures to take forward with the Regeneration Department, we will undertake a public consultation on the measures.
In the meantime, I would welcome comments and suggestions from residents regarding road safety at the above locations.
